Banca de Economii S.A.

 ”The Law No.1530-XV of December 12, 2002 on indexation of the money deposits  of the citizens in Banca de Economii (Monitorul oficial al Republicii Moldova, 2002, No.174-176, Art.1337) foresees the state obligations to the citizens of the Republic of Moldova, who had money deposits in Banca de Economii  as per January 2, 1992 and  the basic principles on indexation and mode of payment of the indexed amounts are established.

Payment of the indexed amounts is made  at the expense of the state budget foreseen in the annual budget law.

PAYMENT OF THE INDEXED AMOUNTS is made by stages, depending on the year of birth of the depositor:

Stage I: for the first thousand of rubles of the cumulative balance on all accounts held by the depositor, the ratio is 1 rubles : MDL 1;

Stage II: after payment of the indexed amount for the first thousand of rubles of all depositors, the balance that will exceed the first thousand of rubles, will be paid in the ration of  2,5 rubles : MDL1.

On Stage I of the indexation, the amount calculated for each beneficiary is diminished by the amounts paid during the years 1995-1997, pursuant to the Decision of the Parliament  No. 201-XIII of July 29,1994 on indexation of the deposits of the population in the institutions of Banca de Economii of Moldova on all accounts held by the indexations beneficiary.

The indexation and payment of the money deposits of the citizens of the Republic of  Moldova in branches of Banca de Economii of the localities of the left bank of the Dniester will be examined after reestablishment of the financial – budgetary relations of these localities with the state budget of the Republic of Moldova.

In the event of death of the depositor, the right to indexation of the deceased‘s money deposits is transferred to his/her legitimate heirs.

In the event the depositor cannot register personally at Banca de Economii for the grounded reasons, and receive the indexed amount according to the procedure, s/he has the right to submit a request of registration through his/her representative authorized based on the power of  attorney made based on the current legislation.

The indexation mechanism and the mode of payment of the indexed amounts is regulated by the Decision of the Government of the Republic of Moldova No. 179 of February 20, 2003 on indexation and mode of payment of the indexed amounts for the deposits of the citizens in Banca de Economii (Monitorul oficial al Republicii Moldova, 2003, No. 27-29, Art.193).

THE FOLLOWING IS NOT SUBJECT TO INDEXATION:

a) money from the accounts that have been closed based on the depositor’s disposition, staring from January 1,1992 to July 29, 1994;

b) money from the accounts that has been transferred to the conventionally closed accounts (with the balance of up to 10 rubles);

c) money from the special accounts of the 40% compensation of 1991.

TO BENEFIT FROM  INDEXATION, the depositors are to submit an application of  registration to any subdivision of Banca de Economii within the terms established and announced by the central Commission for indexation of the money deposits of the citizens,  and to have:

• valid Identity Card of the citizen of the Republic of Moldova;
• savings books of the accounts opened until January 1, 1992 (in the event of their existence); 

The heirs are to present additionally:  

• death certificate of the depositor and a notarized copy of the heir certificate;
• certificate of citizenship of the Republic of Moldova of the individual at the time of death (in the event, the death certificate was issued by the civil registry offices of the other countries).
